Step 1
First you open a new tab on your browser and write Blogger.com. If you have already registered on Google.com, simply enter your Email Id and password (enter your user name and password for your account at Google, if you don't have an account in Google.com then firstly create it.
Step 2
Choose your Display name, check "I accept the Terms of Service" and click on "Continue" button same as image

Step 3
Now you have see Blogger Dashboard and look Creat a Blog and click on it

Step 4 
Now have a Form you just fill-up the form( In Title your Blog Title and In Address your Blog url ) when your Blog Address is available then you choose a template. you see again all things are finish then click on Create Blog button same as Image

Now your blog is succesfully create and you can Start Blogging and Posting and enjoy with your blog
